What happened

The ruling
The Landlord's application is granted, but a conditional order is issued to allow the Tenant an opportunity to preserve the tenancy by removing the secondary locking mechanism, removing items from the balcony, and not refusing entry to the Landlord. If the Tenant fails to comply with the conditions, the Landlord may apply for an order terminating the tenancy and evicting the Tenant.
