What happened

The Tenant filed an application alleging that the Landlord illegally changed the locks to the rental unit, harassed her, and failed to allow access to her personal property after an alleged lockout. The Landlord denied changing the locks, testifying that the Tenant's partner was responsible for the lock alteration and that he (the Landlord) was not aware of the lockout until months later when contacted by the Tenant and the police.

The ruling

The Tenant's application was dismissed in its entirety. The Board found that the Tenant failed to prove on a balance of probabilities that the Landlord was responsible for changing the locks or disposing of personal property. The evidence indicated the lock changes were likely carried out by the Tenant's partner, and the Landlord acted promptly once he was formally notified of the situation.
