What happened

Landlord applied for an order to terminate the tenancies and evict Tenants due to the need for major repairs and renovations to the rental units, including creating 4 new basement units. The Landlord did not have the necessary permits to carry out the work.

The Landlord's applications are dismissed. The Landlord did not establish that the repairs/renovations are so extensive as to require vacant possession, and the Landlord did not obtain the necessary permits. The Tenants are ordered to return the compensation paid to them by the Landlord.
