What happened

Tenants applied for an order determining that the Landlord collected or retained money illegally. The Tenants claimed the Landlord increased the rent beyond the guideline without proper notice.

The ruling

The Landlord's rent increase from $1,780 to $2,200 was found to be unlawful as it exceeded the guideline. The Tenants are entitled to $2,100 for the excess rent collected, plus the $48 application fee, for a total of $2,148 to be paid by the Landlord.
