What happened

The ruling

The Board found the Tenant's evidence regarding complaints in 2023 to be unreliable. For 2024, the Landlord's response was deemed reasonable, and the continued presence of pests was linked to the Tenant's non-compliance with treatment protocols. The Tenant's refusal to permit further treatment absolved the Landlord of further action at that time.
