What happened

The Tenant applied for an order determining that the Landlord harassed, obstructed, coerced, threatened, or interfered with her. The Landlord insisted on an illegal rent increase above the guideline, used derogatory language, threatened eviction without cause, and made discriminatory comments regarding the Tenant's immigration status, including threats of deportation and investigation into her work status.

The ruling

The Board found that the Landlord engaged in a persistent course of harassment and discrimination against the Tenant, a newcomer to Canada. The Landlord is ordered to reimburse the Tenant's $48.00 application fee. Additionally, because of the blatant disregard for the law and discriminatory conduct, the Landlord is ordered to pay an administrative fine of $2,000.00 to the Landlord and Tenant Board.
