The ruling

The Landlord harassed, obstructed, coerced, threatened and interfered with the Tenant, entered the rental unit illegally, altered the locking system, substantially interfered with the Tenant's reasonable enjoyment, and withheld vital services. The Landlord is ordered to pay the Tenant $2,720 for replacement of personal effects, $4,000 in general damages, and $400 for motel expenses. The Tenant is not required to pay rent for September 1-6, 2019 due to lack of hydro and hot water.
