What happened

Tenant applied for an order determining that the Landlord harassed, obstructed, coerced, threatened or interfered with the Tenant, and that the Landlord substantially interfered with the reasonable enjoyment of the rental unit or residential complex by the Tenant or by a member of the Tenant's household.

The ruling

The request to review order HOT-02167-17, issued on February 1, 2018, is granted. The portion of the order relating to an administrative fine is cancelled and cannot be enforced. The issue of whether the Landlord should be required to pay an administrative fine to the Board shall be heard de novo at the conclusion of the hearing of the Tenant's application.
