Landlord applied to terminate the tenancy and evict the Tenant due to allegations of the Tenant changing the lock and overcrowding the rental unit, which the Landlord claimed substantially interfered with the Landlord's reasonable enjoyment or lawful rights. The Tenant denied the allegations.

The ruling

The Tenant's request for review is granted. The previous order terminating the tenancy is revoked. The Landlord is ordered to repair or change the lock and/or locking system of the rental unit and provide replacement keys to the Tenant and Condominium Property Management office by July 31, 2021. The Tenant must allow the Landlord access to the unit for inspections upon proper notice.
